I would like to suggest some (cannon) weaknesses for extra-plainer PC's such as binding spells or the inability to outright break a solemn deal etc.

Since these are cannon i have always played Ne as though they were already here... Which they might be now, since he was the prototype for a few different things here. But yeah...

I'm not certain how one would log such things in game with NWN, although DMs are free to do such things manually in game, without some extra-game means of tracking pledges and such how would other DMs maintain continuity in such cases?

More, I am not certain I've seen any such cannon to indicate that EXTRAPLANAR creatures in general must only tell the truth or must honor their oath/pledge. I know that some creatures of the Outer Planes (which I presume is what you mean here) are chaotic and this does not make sense for chaotic creatures to be oathbound.
