Black Market Guild
Basically, I'm working on ironing out the details right now, but what I have right now is still effective. Instead of just having Nick's Market, have an actual PC run Market that other PCs can request items on a board somewhere, and the said item can be gotten at any means necessary to fulfill the PC's request. Say a building is set up where a PC can enter the building talk to another PC employee of said Black Market and request Specific or Generic items, and if no PC Employees are online, then the customer can fill out a form of some sort and stick it through a slot on the outside of the building.

This sounds like it could be done without additional scripting. Use a regular LOG BOOK to log your "requests" and to negotiate pricing. Since a PC wants to run the show, simply have one do so.
Forming a GUILD is already possible if such is needed.
Possible down side to this: 1) a PC is wanting to operate it so that PC must be online fairly frequently for it to operate, and 2) How will others know where the log book is and what it is for (you will need to do some spreading of the word - just be sure none of the city guards get word about what is going on or they may act to apprehend the rogues involved).

What about, a container in certain areas, where you can leave a note on what you want to trade? Saves trying ta hide/pass along a log book?

I'd envision this being in the more shadier areas, WITHIN citys, as for leaving with innkeepers- only the more, Shady inns, ya know?

let me re-parse the OP...
Have you considered joining forces with the local guild? or are you wanting to run your enterprise separately from the guild? If you want something to operate out of a building, you'll need to select one of the rent-ready locations and lease it, then furnish it as needed for your 'operation'. You'll also need some method to make it known to potential clients what sort of service you offer, while keeping that same information out of the hands of the city watch (since larceny is involved). Any thoughts on these matters?

Mouth to Ear propaganda, advertisement via thieves cant and any kind of language mainly known to shady people. I know little other ways to advertise such a thing aside from keeping it in certain circles.

Ranters, They have sermons and promote peaceful play (Opposite of Kestrel)
