I think this would be a unique and fun change for shifters who invest in the extra feats. Rakasha have knowledge in the arcane, so I think perhaps while in Raksha shape PC's should be able to cast arcane spells. This would allow for a neat multiclass of Shifter/Druid/Sorcorer, very cool stuff.
