Trash Collectors Empty Trash Collectors

Some people make a living off of digging through other's trash in hopes of finding useful junk.

This is no different here, we could have trash cans save some of the items that are thrown away, for other's to peer in and discover. To avoid allowing powerful equipment to be scavenged, then one could have periodic NPC garbage men who stop by the trash can to collect the garbage, or NPC ragged peasants who 'score' the powerful item.
