this area is visited, or should be, by low level players wanting to upgrade from the goblins and trogs and the level of progression for the entire area is great, going from low level spawns to harder giants.s. its a perfect place to adventure except that the areas of transition are broken, either that or its extremely hard to find your way to the central Illfaw. My suggestion is to make a clear path from the citadel to the Illfaw wilds, as currently there isnt a way there or its just too long and difficult to reach it by walking there.

Did you use the bug report tool to mark the transitions you found non-functional? As a general note, the triggers on the edges of areas are special, the best way to get them to work is to mouse click in the trigger then hands off the controlls - the transport script fires as your PC enters the trigger but _can_ be fouled from running if other commands are being spammed (as with a keyboard movement command).
