Genji's lost book
To be able to use the book, maybe some kind of quest or event should be done with the pc, so his "reputation and influency" as a supposed general should be reconigzed. Since too many people around are receiving this book, and said people are barely well known enough, or just aren't the type that would be a general.

It's for fighters once they reach a certain level.
it doesn't do much, unless you are in command of NPC's, in which case the book allows you to act as a military leader. It's a perk of the fighter class, so they're not just plain warrior types, but can act more like soldiers.
The book is OOC. You don't really go up to someone and say 'I have the lost book of Genji', but you can say, (As a commander) you've studied Genji's art of war. The book is a widget. Every fighter gets them at a certain level, because every fighter has the ability to command as a class perk. Having the book itself does nothing, if you don't have NPC's aligned to your faction in which to command.
So no quest needed, and it's not meant to be rare or special, as it's semi IC.

It seems like the leadership feat from 3.5e if you ask me. Maybe fighters could take an apprentice figure on as a henchy instead of 100s of level 1 fighters?

Joo - excellent observation. Yes there is some overlap in the systems. The 3.5 rules for Leadership Feat is a close parallel to the present NWN Henchman system AND this "Genji's Art of War" (GAW) system too.
Rather than change the FEATs available in game (as via a custom HAK) we have made the application more granular by offering two facets to the system, the first is HENCHMAN and the second is GAW. Deployment of the systems are limited in the module at this time (see following for a break-out of what we have presently and what is needed before full functionality will be realized in game).
HENCHMAN - Each Henchman is unique and as such we need some people to write-up some custom henchman NPC for us. If you are interested in helping us in this regard, please contact GM_ODA and ask for a HENCHMAN BUILDER PACK. This small collection of files gives a couple examples of actual HENCHMAN NPCs and the text guide on how to build your own and then share those back with Argentum Regio. It is easy to do... essentially you fill in the blanks and email us your version. NOTE HENCHMAN are able to be persistent, respawning when the PC logs in and being a member of the PARTY. The PLAYER has great control over the HENCHMAN, their leveling, general tactics, and their inventory. The HENCHMAN NPCs presently in the module are total push-overs and do not require any specific alignment nor any money to 'hire' them on; only requirement being the level+CHA mod of the PC. A PC can have only one or a few HENCHMAN NPCs depending on level plus CHA mod.
GOW - This system is unlike most you may have seen. It permits your PC to give TALK channel orders, which are ICly relayed to the 'troops' via the NPC "Field Marshal" you summon with the GOW device. Troops are not presently available in the module without a DM's configuring of certain existing NPCs. Once troops are found, these associated troops can take TALK channel orders from the PC. A PC can have MANY MANY MANY troops, also depending on level plus CHA mod with certain modifiers for CLASS.
We may adopt some of the 3.5 reputation modifiers too.

The Guild Convo for NPCs (Talk to an NPC guild member) will give an option to set the NPC up for you to use with the Art of War book.
This should currently be working with the Dohral High Guard and commanding the local guard npcs.

The Vampire NPCs and an older vampire PC
Should work with Lycanthropes too.
Pretty sure the drow PCs can do it with NPC Drow/Spiders (Later Lolth Divine Favor dependant) too.
Not sure about this but perhaps a Fighter/Druid class with shape change might be able to command troops of animals with it, but that was just off the top of my head... Maybe if it works (ie issue a druid of high enough level the book and see if they can use it) will issue it out to epic druids so they can command an army of animals ...

Yes, except for PCs in groups as described in Eriniel's post above - you'd need a DM to setup some NPC mercenaries for hire. Otherwise, the scripts are in place.
