I think NPCs who steal from your character should be set to a different faction than commoners. Not only would it prevent the whole "woops, better kill the whole town or log out", but having NPCs fight among each other would add some more personality to the town.

I agree, because if the commoners get involved and you accidently kill them, your alignment gets whacked.
