Question regarding property in Dohral...

Myles Wallskipper (currently known to most as Nash), purchased a year-long lease to Apartment 2 in the North Building of N. Egbort, recieved the key, but for some reason could not seem to find any apartments, just a bunch of unlocked doors leading to a series of conjoined rooms. Is this place not ready to be a POH yet? Spent 4200 something plat for it.
