Time Limit on the tax man
I think a timelimit of atleast a month should be impossed on the tax man. As a new player it is difficult to remember where he is until his grasp catches you. While unlawful/evil characters can have plenty of fun killing him to keep their alignment, it's a pain in the arse for those that can't do anything about it. Though I tried and managed to take out 2 guards and several civilians in the process.

You can't take the money from him that he steals either. But he doesn't spot you if you're hidden or invisible at least. Would be nice if you could pick pocket the money back though..

The TAXMAN only hits a PC once per Area, so if you have been taxed once you will not be taxed again until you leave the area and meet up with the taxman somewhere else. The TAXMAN uses the magical Scroll of Tax Assessment, which sends the money safely to the city coffers; there is no cheating on the part of the taxman, he's an honest civil servant.
Attacking the TAXMAN is not generally a good idea either, soon, he'll summon (more powerful) guards in such cases and the PC will make an enemy of the city. Remember, the city's rulers view it as the PC's duty to pay these taxes if they enter the city and are assessed lawfully (by the taxman). The only way to legally avoid them is to not enter the city.
Note, some of the taxes may seem high, especially on the PC's possessions (PCs who carry more gear are apt to be taxed at higher rates). This system too is a subtle way to incentivize keeping INVENTORIES reasonable. It also performs an essential DM task; parting PCs with coin. All your adventures leave you with opportunities to gain coin, systems MUST exist to help you spend it *nods* else we'll have nothing but rich PCs running about, and where there is the motive for adventure? I like to keep PCs just a little 'hungry' keeps them looking for that next adventure and the 'legendary loot' associated with it.
